New York City is a magical place, but in the world of Dimension 20: The Unsleeping City, the magic is much more literal. The Vox Populi is the Waking World's representative for the city, and the Vox Phantasma is the representative for the Six Borough of Nod. Normally, there is never a Vox Populi at the same time as a Vox Phantasma - but when they are able to co-exist, it can be the stuff of miracles.
